Associative Framework at DGB: Towards a New Name for the Mutual Fund.


Revealed during the 26th session of its Board of Directors, the National Mutual Fund of Personnel of the General Directorate of Budget (MUNAP-DGB) is in the process of transforming into the National Budget Mutual Fund (MUNAB). Subject to the adoption of this change by the General Assembly, MUNAP will integrate all personnel from Program 034 structures (State Budget Management), namely the General Directorate of Budget, the National Center for Computer Development, the Directorate of Standardization and Material Accounting, and the Forecasting Division.

Maintaining the mutualist spirit within the General Directorate of Budget and making this gathering a high-performing mutual fund with a stronger social security system foundation for all members was the culminating point of the mission entrusted to the team led by Flore Goma, upon its installation on July 15, 2023. The Executive Director of the Mutual Fund had placed his leadership under the sign of dynamism with new projects focused on priorities such as: expanding the mutual fund; setting up insurance; organizing a wider range of activities to satisfy more centers of interest and especially, creating a center of excellence to ensure permanent capacity building of members among others.

While presiding over the 26th session of the MUNAP-DGB Board of Directors and the second under the reign of the new Executive Board, Mrs. Judith Clairence Menguele née Bodo, in her rank and title, primarily intended to evaluate the follow-up on the implementation of resolutions from the last meeting held on November 30, 2023. The board members were to examine the 2023 fiscal year accounts, review the new Statutes and Internal Regulations proposed by the Executive Board, and decide on the new visuals of the Mutual Fund.

At the end of this session held at Hotel United in Yaoundé and attended by all Administrators, as well as the Financial Commission and the Executive Board, three main recommendations were formulated: (1) First, following the Financial Commission's report presented by its President, Mr. BEKOLO François-Xavier and discussions between the Administrators and the Executive Board, MUNAP-DGB's accounts for the period from July 15 to December 31, 2023, were approved without any reservations. (2) Second, the new statutes and internal regulations of the Mutual Fund were deemed very satisfactory and worthy of submission for adoption by the General Assembly at its next session. (3) Third, the new visuals (logos, graphic charter, fabric designs, logos, and other gadgets) were adopted and will be made available to the public as soon as possible.

Furthermore, the Board of Directors unanimously expressed their satisfaction with the MUNAP-DGB Executive Board's management, its largely positive assessment, and the proper maintenance of the Mutual Fund's accounts during the 2023 fiscal year.
Said assessment particularly focused on:

  • Development of a member file tracking all operations related to each member;
  • Development of draft Statutes and Internal Regulations of the Mutual Fund;
  • Effective holding of the 25th Board Session on November 30, 2023;
  • Development and deployment of a MUNAP-DGB management application (GES-MUNAP);
  • Development and launch of a MUNAP-DGB website;
  • Organization of seven awareness meetings for members from DGB Central Services. Meetings during which the draft Statutes and Internal Regulations were discussed;
  • Designation of Focal Points within each DGB structure;
  • Development of new communication tools (visuals) around the Mutual Fund;
  • Allocations served to 18 members;
  • Medical expenses reimbursed to 19 members;
  • Successful maturation of the Excellence Center project through facility renovation, trainer identification, and training module development;
  • Acquisition of a 35-seat minibus for MUNAP-DGB. Said bus was solemnly inaugurated by the Minister of Finance.

Returning to the new configuration of the Mutual Fund, the Board Chairwoman explained that: "CENADI, DNCM, and DP are important actors in program 034. It was necessary for an associative movement concerning budget personnel to integrate these structures. It was just a matter of formalization because the principle had already been approved and accepted not only by the highest authorities of our associative movement but also by all members." She also welcomed the progress made; "when we see the assessment of implemented activities, we can only rightfully commend the achievements of the Executive Board, which not only ensured the highest level of revenue collection but also managed expenses with a contraction that allowed for a credit balance in the 2024 budget." It is now up to the Board of Directors and Executive Board to consolidate gains and emphasize creating social cohesion and motivation, capable of leading personnel from all involved structures to massive membership. "Our next challenge is to go higher, that is, to truly materialize the consideration of new forces that have been brought to contribute within the framework of the National Budget Mutual Fund, so that we can truly feel their impact and involvement in this associative momentum. (...) We must also ensure our national coverage with the implementation of more visible projects and the continuation of the process in the same dynamic by strengthening its achievements both in terms of improving our performance in our daily work; but also and especially in taking care of members' needs," indicated the Board Chairwoman, who did not fail to mention the upcoming launch of the DGB Excellence Center whose mission will be exclusively personnel capacity building./-
