The General Assembly is the supreme body of the Mutual. It includes all the personnel of the Directorate General of Budget. The work of the General Assembly is chaired by the Director General of Budget.

It is responsible for:

• Defining the major orientations of the Mutual;
• Electing the members of the Board of Directors;
• Electing the members of the Monitoring Committee;
• Electing the members of the National Management Committee;
• Adopting and modifying the statutes and internal regulations.
